I don't know who was higher when they came up with their idea, this guy or the guy who microwaves CD's for fun...

Apparently if you put the bulb in a bowl with a little bit of water, it mitigates some of the heat, and keeps the bulb from exploding.
I've seen this done before, but no one was high. :-) Engineers love to show off their knowledge of microwaves and electricity by showing this trick to people. It's pretty cool, but one is constantly worried the whole microwave is going to explode.
I'm pretty sure it won't though.
